Step 1: Application for grant or renewal of consent for setting up captive power plants (CPP) above 25 kilo volt ampere capacity, to be obtained from Delhi Electricity Regulatory Commission (DERC) against a payment of Rs 25.

Step 2: Applicant to pay Delhi Pollution Control Committee (DPCC) Rs 5,000 to test generator set and obtain a no-objection certificate. The CPP has to abide by the emission standards set by the Union or state governments.*

Step 3: DPCC to send a team of two to three officials to check the genset and submit its report within a week.*

Step 4: If the report is positive, applicant to attach it to the DERC application and hand it over to the commission.* Also to be given: an affidavit in support of the application and Rs 1,000 as non-refundable processing fee.For CPPs above 25 megawatts, the fee is Rs 1,500.

Step 5: If the report is negative, applicant to approach DPCC afresh along with testing fee of Rs 5,000.*

Step 6: Simultaneously, consent of Delhi Vidyut Board, and the principal secretary (power), Government of National Capital Territory of Delhi also required. Both authorities to send their comments within 30 days of filing of application. Otherwise, it is presumed that they have no objection.

Step 7: DERC to grant or renew consent within three months from the date of receipt of complete application. Consent valid for a period of 10 years from the date of issuance of consent letter.
