India says the Baglihar project doesn't violate the Indus Water Treaty (IWT) but Pakistan claims it does. What is the truth? Hardly anybody has read or has access to the details of the negotiated IWT document. Thus, even after nearly 45 years of the treaty's existence, the World Bank (WB) has to clarify its role in a strategic manner. Only bits and pieces of the documet are available, mostly from outside India. Most existing literature on the IWT is by WB officials.
