Advocating change
• Separate electoral rolls prepared by state election commissions (SECs) and the Election Commission of India (ECI) for state and Lok Sabha elections respectively duplicate work and cause inconsistencies. A common electoral roll for panchayat, assembly and Lok Sabha elections is economical and simple to update.
• SECs should be given delimitation and reservation powers as state governments misuse these powers to frequently postpone elections.
• SECs are understaffed and starved of funds, which limit their capacity to update electoral rolls, survey population for reservation and delimitation etc. SECs should be made autonomous like ECI.
