Advocating change
Separate electoral rolls prepared by state election commissions (SECs) and the Election Commission of India (ECI) for state and Lok Sabha elections respectively duplicate work and cause inconsistencies. A common electoral roll for panchayat, assembly and Lok Sabha elections is economical and simple to update.
SECs should be given delimitation and reservation powers as state governments misuse these powers to frequently postpone elections.
SECs are understaffed and starved of funds, which limit their capacity to update electoral rolls, survey population for reservation and delimitation etc. SECs should be made autonomous like ECI.
