Report on stone crushing units, Charkhi Dadri district, Haryana, 22/03/2021

Report on visit to the stone crushing units in district Charkhi Dadri, Haryana by the Monitoring Committee constituted by the National Green Tribunal order, February 2, 2021 in the matter of Vinod Kumar Jangra Vs State of Haryana & Others on March 17, 2021 and March 18, 2021.

The matter related to remedial action for enforcement of environmental norms under the provisions of the Air Act 1981 and Water Act, 1974 by the stone crushers in district Charkhi Dadri, Haryana.

Based on the data submitted by the Haryana State Pollution Control Board (HSPCB), there are 330 stone crushing units in district Charkhi Dadri, out of which 247 stone crushing units have been granted consent to operate under the provisions of the Air Act, 1981. Around 25 units have been closed by HSPCB due to violations of environment norms, 14 stone crushing units have been closed on their own and 44 units have been dismantled. Out of 25 non complying units, 13 units have been closed based on analysis results which were higher than the permissible limits and 12 units have been closed based on irregularities in the air pollution control system and other parameters.

The HSPCB has stated that environmental compensation (EC) against 49 units has been imposed, out of which EC against 34 units amounting to Rs. 4.51 crores have been finalized and 27 such units have deposited EC amounting to Rs. 1.83 crores. Finalization of EC of remaining 15 units is under process. Likewise, environmental compensation for illegal abstraction of groundwater has been calculated for 278 units at Rs. 31.66 crores and the remaining 52 units have either been dismantled or not in operation after April 15, 2015.
