The CPCB report on waste management in India, 01/11/2022

Status report with respect to the direction of the National Green Tribunal in Original Application No. 286 of 2022 In re: News item published in The Indian Express dated 20th April, 2022, titled “7 Charred to death in fire near Ludhiana dumpsite”.

The NGT, July 25, 2022 had asked the Central Pollution Control Board (CPCB) "to collate information on legacy and active dump sites in cities having population of more than one million and in the state and Union Territory capitals with timelines to prepare and execute fire management plans with requisite facilities and infrastructure."

The CPCB issued three communications with respect to legacy waste as well as with respect to control of fire in dumpsites:

1. Direction for enforcement of solid waste management (SWM) rules 2016 regarding bio mining of legacy wastes dated January 27, 2021 to Chairperson of all State Pollution Control Board and Pollution Control Committees

2. Letter on state wise details of solid waste management to all State Pollution Control Boards/ Pollution Control Committees dated August 23, 2022

3. Direction for implementation of Solid Waste Management Rules, 1986 – regarding fire incidents at dumpsites dated May 26, 2022.

Information has been received by CPCB from 10 State Pollution Control Boards/ Pollution Control Committees in response to the three communications, stated the report, November 1, 2022.
