Joint committee report on the dumping of sewage in the green belt area, Ansal estate, Loni, Ghaziabad, Uttar Pradesh, 21/11/2022
Report of the Joint Committee submitted in compliance to the National Green Tribunal order, March 11, 2022 in Original Application 196/2022 Hariom Gupta & Others Vs Nagar Palika Parishad, Loni & Others.
Grievance of the applicant, Hariom Gupta is regarding dumping of hazardous sewerage of surrounding Nagar Palika area to the green belt, NH-709B, Trans Delhi Signature City, Loni, Ghaziabad. It is alleged that sewerage gets filled in the green belt and when it overflows, it enters into Ansal State End and adjoining areas. Further, due to the poisonous water of sewerage, hundreds of large trees have died.
The applicant, Hariom Gupta has submitted that this hazardous sewerage is also entering into the underground water streams, polluting the groundwater and harming the environment at large.
The Joint Committee constituted by the orders of the NGT, March 11, 2022 inspected the site and found waterlogging from Pavi Sadakpur, Puja colony to Ansal, Sector C-1, Ghaziabad.
The Municipal Council representative said that sewage comes from Pooja colony, as there is no drainage system. In the green belt area waterlogging was found and a large number of trees were found dry. Garbage was also found dumped by the municipality on the green belt.
The representative of Nagar Palika Parishad, Loni informed the joint committee that "after screening, the garbage is being used for filling in the low-line area." It was observed by the committee that the waterlogging is present there for a long time. A sample of effluent/sewer and groundwater samples from both sides of NH-709 were collected and submitted in a regional laboratory, Uttar Pradesh Pollution Control Board.
Among the recommendations put forward by the joint committee was that sewage coming from residential areas should be disposed of in nearby sewage treatment plants through the drainage system. Municipal solid waste should not be disposed of on the green belt and the waste already dumped should be disposed of at any other safe place as per the Municipal Solid Waste Rules, 2016.
Further, a proper sewer line should be established for the disposal of sewage coming from the residential area, so that there is no sewage and waterlogging in the area.
The NGT was informed that Regional Officer, UPPCB, Ghaziabad vide letter dated June 27, 2022 has sent a letter to the Executive Officer, Nagar Palika Parishad, Loni, Ghaziabad for execution of the joint committee recommendations.
