Detailed compliance report by the Delhi Development Authority (DDA) in the matter of D S Katara & Others Vs Govt of NCT of Delhi & Others dated 29/05/2023.

The matter related to a stagnant open drain in Vasant Kunj. A ditch created behind a society in Vasant Kunj to resolve the issue of waterlogging during the rainy season was in an unhygienic condition due to sewer/drain water being discharged for an unauthorised drain from village Mahipalpur.

NGT was hearing a plea filed by D S Katara, president of Resident Welfare Association, Sector E-2, Vasant Kunj that the stinking drain water and sewage has been seeping through the boundary wall into the society from the drain. The National Green Tribunal March 3, 2023 directed DDA to file a detailed compliance report mentioning the action plan devised to resolve issues mentioned in the application filed by D S Katara.

The report said that DDA had floated a tender for the construction of an RCC wall behind the society to prevent the seepage of dirty water into the society. Further, the construction of a drain to prevent the stagnation of sewage water has also been contemplated. DDA has already completed the water-proofing treatment and strengthening of the boundary wall of the society that runs along the drain in compliance with Delhi Pollution Control Committee (DPCC) directions.

The pond has already been cleaned in 2022 as per the directions of the DPCC. DDA had further submitted that it has issued a fresh tender for further routine cleaning of the pond/waterlogged area. DDA also cleaned the malba and garbage around the waterlogged area/pond at Rangpuri Pahadi which falls in the approach of runway-28.
