Evaluating the environment for public-private partnerships in Asia-Pacific

This document comprises a summary and analysis of a benchmark index and learning tool that assesses the capacity of countries in the Asia-Pacific region to carry out sustainable public-private infrastructure partnerships, as of June 2011. The methodology is based on a similar study of Latin America and the Caribbean published in 2009 and 2010. The index was built by the Economist Intelligence Unit and commissioned by the Asian Development Bank (ADB). Developed by the Economist Intelligence Unit, the Asia Infrascope is a benchmark index and learning tool that assesses countries’ readiness and capacity for sustainable, long-term PPP projects. The study scores aspects of the regulatory and institutional frameworks; project experience and success; the investment climate and the financial facilities in 11 developing countries in Asia and the Pacific, four benchmark countries (Australia, Japan, Republic of Korea, United Kingdom) and one state (Gujarat, India).
