The framework presents four thematic pillars which mirror the priorities outlined in the Hyogo Framework for Action (HFA): enable the environment, emphasizing good governance and effective policy making; watch to safeguard, emphasizing early warning systems; apply prevention and mitigation measures, emphasizing resilient approaches in agriculture; and prepare to respond, emphasizing capacity development for response and recovery efforts.
