Compliance report filed by the Uttar Pradesh Pollution Control Board on industrial units in Roop Nagar, Arya Nagar and Tronica city of Loni area, Ghaziabad, 02/01/2024
Compliance report by the Uttar Pradesh Pollution Control Board (UPPCB) in Original Application No 248 of 2023 (Varun Gulati Vs State of Uttar Pradesh & Others).
The report was in response to the National Green Tribunal (NGT) order dated October 16, 2023. The matter related to discharge of untreated toxic effluent by industrial units in Roop Nagar, Arya Nagar and Tronica city of Loni area, Ghaziabad, Uttar Pradesh in violation of Water (Prevention and Control Pollution) Act, 1974 and Air (Prevention and Control Pollution) Act, 1981. The complaint was made against 19 industries and 1 CETP. Out of 19 industries, 7 are situated in Roop Nagar, 4 in Arya Nagar, 8 industries and 1 CETP in Tronica city, Loni, Ghaziabad.
The industries situated at Roop Nagar, Loni, Ghaziabad have installed their own individual effluent treatment plant and are not connected to CETP (discharge their effluent into Indirapuri drain to Yamuna river).
While the industries situated at Tronica city, Loni, Ghaziabad have their own individual primary effluent treatment plant and effluent treated from their PETP finally goes to CETP for its further treatment. CETP discharges its effluent into the Jaawli drain to Hindon river. The monitoring of CETP is being ensured regularly.
During numerous visits starting September 12, 2023 to November 23, 2023, the operation of CETP was not found proper and as per analysis report of sample collected from outlet of CETP, parameters were found not conforming with prescribed norms. Taking into consideration, the violations, the SPCB issued show cause notice for imposition of environmental compensation of seventeen lakhs for 68 violation days on the basis of CPCB methodology for imposition of environmental compensation.
The latest inspection of the CETP was conducted by officials of UPPCB from December 5 to 21, 2023. As per analysis report of sample collected from outlet of CETP, parameters are conforming with prescribed norms. Joint inspection with the National Mission for Clean Ganga (NMCG) was conducted on November 1, 2023 and the report is awaited.
The report informed the NGT that the Uttar Pradesh Pollution Control Board (UPPCB) is conducting regular vigil in the area of Roop Nagar, Arya Nagar Industrial Area and Tronica City, Loni, Ghaziabad and appropriate actions are being initiated against violating units under the Water Act 1974 and Air Act, 1981.
