Measuring irrigation subsidies in Andhra Pradesh and Southern India: an application of the GSI method for quantifying subsidies
<p>The second report in GSI's series measuring irrigation subsidies provides the starting point for a debate on the use of irrigation subsidies in India. Subsidies to irrigated agriculture in major irrigation projects in just the four south Indian states (Tamil Nadu, Andhra Pradesh, Karnataka and Kerala) were conservatively estimated at US$575 million per year from 2004 to 2008.
Climate change will affect water supplies in south Asia, where high-intensity floods and droughts are expected in the future. Increasing water storage is a key adaptation strategy, and the experience of irrigation tanks illustrates both the potential and challenges of this adaptation response.
Rising energy prices, geopolitics and concerns over the impacts of green house gas emissions on climate change are increasing the demand for biofuel production. This paper explores the land and water implications of increased biofuel production globally and with special focus on these two important countries, using the WATERSIM model. It concludes that, although of minor concern at global level, local and regional impacts could be substantial.
