RANGIYA: With the monsoon having set in, the citizens here are in for another spell of unhygienic living, as heaps of garbage soil the roads and add to the existing filth and squalor. While waste and garbage spilling out of bins have become a common sight, most of the streets present a deplorable sight, as the filth lay strewn all over the road owing to the slushy atmosphere, which is accentuated by the rains.
Assam and Jammu & Kashmir received the highest allocation of additional funds for police modernisation during the last fiscal. Twenty-four States had demanded a total of Rs 537.91 crore additional funds but the Centre allocated Rs 346.28 crore only based in their utilisation of funds in 2006-07 and funds available at the revised Budget estimates. In what could open new doors towards development, Russia is keen to invest in areas like oil and gas, tourism, power and infrastructure development in Assam. Russian ambassador to India, Vyacheslav Trubnikov, disclosed this to Chief Minister Tarun Gogoi at a meeting attended by senior officials of the Government of Russian Federation and the Assam Government at Gogoi's official residence here today, a press release stated. Trubnikov, during the meeting, said that his country wants to develop close ties with the North East part of India and help the region in the process of development.
The Blue Cross Society, Assam, a society for the welfare of animals celebrated World Veterinary Day on 26 April, 2008, Saturday in the auditorium of the College of Veterinary Science under the chairmanship of Dr T Rahman, president of the society, stated a press release. In this connection, a public meeting was held in which five distinguishhed veterinarians of the State, namely, Dr S C Talukdar, Dr K N Deka, Dr K C Sarma, Dr T Barthakur and Dr S N Bora were honoured with Pranimitra award by the society.
With 30 crore poor people in India, the number of poor has barely changed over the last three decades. According to 11th Five year Plan, total number of poor people counted 32.13 crore in 1973, 32.29 crore in 1983, 32.03 crore in 1993-94 and 30.17 crore in 2004-05. This means the number of poor in the country has declined between 1993-94 and 2004-05 by roughly two crore. Even after sixty years of independence, over a quarter of our population still remains poor. However, the country has successfully reduced the share of the poor in the population from 54.8 in 1973 to 27.5 in 2004.

The annual Sino-India border trade at Nathu La, which was to be reopened today, has been postponed following the Commerce Ministry's communique to the Sikkim government, official sources said here. "We have received a fax message from the Union Commerce Ministry late last evening informing about the postponement of the reopening of the border trade at Nathu La,' the District Collector (East) Vishal Chauhan told PTI here. The reopening of annual trade at Nathu La may take place on May 19, he said.
